I think that as a command all you need is มา because it means 'come'.
If you are going to add นี่ >here, ที่นี่ > in here, it can only be for added colour or emphasis just as it is in English.
ie. Come. And the person doesn't come close enough; come here.
The examples which David has supplied could be either มานี่ or มาที่นี่ or simply มา.
Try reading them and leaving out ที่นี่ and see what they say to you.

As อยู่ที่ไหน is replaced with อยู่ตรงไหน

Thanks Pirin I see my mistake now and can explain it if anyone cares.
มานี่ means 'come here', an order, but นี่ doesn't mean 'here' as I thought it did.
