1. มา is used to indicate the past tense. http://www.thai-language.com/dict/search 3rd one down in the list of uses of มา.
2. เท่าไหร่ has to be taken in with the whole sentence. มีไข้ไม่สูงเท่าไหร่ means literally: has a fever not that high. http://www.thai-language.com/dict/search
