Roughly, it means that throwing the waste at the right place shows that one is well taught.

Yes, Khun Pirin, and it is nicely written...

I had to read it 2 times because at first I read " ทุกที" and thought it was strange that "throwing the waste everywhere was recommended...

Very Interesting I would have miss read it too if it wasn't for your title. Funny how we just fill in words with out realizing.

I would have thought that the word ถูก should come after the word ที่. perhaps should read - ที่ที่ถูก.
As it is written it is the same as we would write it in Eng. 'right place' is Eng. Thai should be 'place that is right'
Any thoughts?

From Lexitron :
ถูกที่ /tʰùːkˑtʰîː/ [ADV] appropriate
Example : การเลือกใช้คำสั่งไม่ถูกที่ อาจจะทำให้งานเสร็จช้าลง

On the same pattern with ถูก..., you have a lot of adverbs or adjectives like :
ถูกต้อง > exact, correct
ถูกตา > pleasing to the eye
ถูกกัน > compatible
etc.

ที่ for "place" is rarely used alone

for "the right place" you could say สถานที่ถูก or สถานที่ถูกต้อง as well
