I was listening to a Thai song the other day and I can not get my head around how to use this word in context

กำหนด

the sentence in the song is:

จะดีจะร้ายอยู่ที่หัวใจกำหนด

I understand everything, except กำหนด

กำหนด = to schedule, to specify, to planify

จะดีจะร้ายอยู่ที่หัวใจกำหนด
I would translate : wether it will be good or bad, your heart will decide

‘กำหนด’ in this context should mean ‘determine’ or ‘judge’.

Here's an example.
