This morning, a Thai girl said :
ผู้หญิงคนนี้ ไม่รู้อยู่บ้านหลังไหนกันแน่

Thanks to the context and the tone of the voice, I understood that the meaning was more or less :

I do not know where the hell this girl is living
Damn ! I do not know in which house this girl is living

then, I asked for a few more examples with "กันแน่" like :

I was surprised by the translation of กันแน่ as an exclamation.
Recently I saw a magazine article headed: ใครกันแน่ที่ครองโลก which is translated as "Who really rules the world?"
I asked a friend about the expression ใครกันแน่ and she said it is like ใครจริงๆ.

The headline is: ต่างฝ่ายออกโรงแฉ! ใครกันแน่ กักน้ำในเขื่อน เป็นเหตุน้ำท่วมหนัก and there is a picture of Yingluck and Abhisit with a dam in the background.
I can't quite get the exact meaning of the headline but it seems the current government are blaming the previous government about high water levels in the dam which have contributed to this flood crisis. I think the 2nd sentence is something like: Who really kept the water in dam which has made the flooding so severe?

As you point in you second example, 2. "เรื่องอะไรกันแน่"
the girl I heard saying ผู้หญิงคนนี้ ไม่รู้อยู่บ้านหลังไหนกันแน่ clearly showed her "slight irritability with the lack of decision"
