How come the word combination แปล is pronounced BPLAAE and not BPAAEN. Also since there is two consanants shouldn't it make the word closed and not open?

There is nothing to say that it is not bpaaen, that would be the standard pronunciation. You need to look out for initial consonants followed by ล,ร or ว in case they might be non-standard. In the dictionary the pronunciation is shown in square brackets and a dot is put under the first consonant to indicate that the two consonants are said together.

Actually, there is a strong hint in a monosyllabic word like แปล. Syllable-final ล and ร only occur in words perceived as loanwords. The vowel แ only occurs in monosyllabic Indic loan words in the combination แCCย์, (e.g. แพทย์) so the smart guess is that ล is not syllable-final. Another hint in some words can be that a tone mark only occurs on the consonant that phonetically is immediately before the vowel.

As a result, there are very few spellings that correspond to both monosyllabic possibilities. The usual example is the obscure แหน.

แปล or แปร are the same. ล or ร are not the final consonant (as in แม่กน for example บุคคล จราจร)

Also, there are two kind of consonant clusters:
True consonant cluster – กลาย (กาย + ลาย = กลาย)
False consonant cluster – ทรวง (here ทร = ซ = ซวง)
