Problem with TIS-620 HTML

I am having problems parsing a TIS-620 encoded HTML file, I also have been unable to translate it to UTF since the text does not appear to match what I would expect from TIS-620 Thai

Here is an example of how the text is displayed:
?N21O.N!EDAOEO AN,AAEO!EO>O.Oe o aAeA o

Does anyone have an idea of what this is and how I can convert it to UTF Thai?
