i just cant figure out why i have picked so much interest in learning thai language, i recently stumbled on a picture from a thai friend but he will not transcribe it for me, says i have to get the meaning myself, who can please help translate the lines on this picture to english, Thanks in anticipation

I would have translated it as "Advice on the procedure for getting a vehicle registration document"

แนะนำ is one of those Thai words I have difficulty with, as it conflates 'introduction', 'advice' and 'recommend': ผมแนะนำแม่ของผม - 'I recommend my mother...'

Another one is คิดถึง -- I can think about something without missing it. (it's worse in Vietnamese, where the word for 'to miss' someone is the same as the verb 'to remember' someone)

Yes I agree with you about คิดถึง. I try to save it for talking about missing something and use นึกถึง for 'think about' though it can also double as 'remember' so there is the same issue.

I expect that your friend couldn't make any of the synonyms provided in T/E dictionaries apply to the context.
แนะนำ means to point out the way to do or behave, here it means words to point out how to do, because you need to do something. Instructions are what I call them.
