I would like to ask you opinions regarding my understanding of the following Thai sentences through my English translation. I have highlighted the word or phrase to be illustrated by the sentence (where relevant):

1. นักเลงไทยเล่นเครื่องรางของขลังและคาถาอาคมเป็นปรกติ ฤทธิ์ที่ได้จากสิ่งเหล่านี้ ล้วนสามารถอธิบายได้จากอภิปรัชญาของพุทธศาสนาทั้งนั้น

2. น้ำตาลทรายที่ใช้ปรุงรสหวานของอาหาร คนไทยปัจจุบันติดรสชาติหวาน ดังนั้นจึงควรดูแลตนเองให้เป็นคนกินอาหารอ่อนหวาน

3. รัฐบาลหยั่งเชิงผ่านสื่อมวลชนเกี่ยวกับมาตรการขึ้นภาษีน้ำมันที่กำลังจะใช้ว่ารับได้หรือไม่

4. ผมขออนุญาตบรรยายจากความจำเท่าที่ได้อ่านอะไรต่อมิอะไรมา โดยไม่ได้กลับไปนั่งค้นคว้าอีกทีหนึ่ง

5. ก่อนหน้านี้ มีกระแสข่าวการจ้างชาวนาให้เลิกปลูกข้าว โดยจะจ่ายค่าชดเชยให้ไร่ละ ๒๐๐๐ บาท เพื่อแก้ปัญหาปริมาญข้าวในตลาดที่ล้มเกินและเพื่อทำให้ราคาข้าวดีขึ้น

6. งานวิจัยภาวะหนี้สินกับการสูญเสียที่ดินของเกษตรกรพบว่า ปัจจัยที่ส่งผลให้เกษตรกรเป็นหนี้ เกิดจากความจำเป็นในการใช้เงินเพื่อลงทุนการเกษตร และการใช้จ่ายใจครัวเรือน

7. โดยเกษตรกรใช้เงินกู้ร้อยละ ๓๖ เพื่อลงทุนทางการเกษตร และใช้เงินกู้อีกร้อยละ ๖๔ เพื่อใช้หนี้เก่า ค่าอุปโภคบริโภคในครัวเรือน ค่าเล่าเรียนลูก และค่ารักษาพยาบาล

8. เขาไปทำงานที่ตะวันออกกลางหลายปี กลับมาคราวนี้รวยไม่รู้เรื่องเลย

4. Please allow me to explain to you from whatever I remember from what I had read, without sitting down and going back to look it up again.

5. Earlier there was a rumor that there would be payments to farmers to cease rice production by paying compensation of 2,000 baht per hectare in order to solve the problem that rice is flooding the market and to increase the price of rice.

6. Research regarding debt and the loss of land among farmers indicates that the factors that affect their debt are needed agricultural investments and household living expenses.

7. So that of the money that the farmers borrow 36% goes for agricultural investments and 64% goes to servicing existing debt, consumer goods, education costs for their children, and health care costs.

8. He went to work in the Middle East for many years; when he came back he was unbelievably rich.

I wonder if it is possible to choose the word "recent", meaning "that happened or began only a short time ago", to mean "ที่กำลังจะใช้" because "ที่กำลังจะใช้" literally means "that will be used shortly".

Does กำลังจะ imply "in the process of [being implemented]" or "about to be" so that the sentence can be interpreted as,

"The government is testing the waters through the news media to determine whether the measure about to be implemented to increase fuel taxes is acceptable or not."
