Don't these both mean the same? Qualified by reason of having reached twenty years of age.
Time is not comparable with an absolute quantity because it is passing; when you reach twenty you have passed twenty in the time it takes to say it.
50 บาทขึ้นไป is moot I think. In conversation I think it means; '50 baht and up' and 'greater than 50 baht'.

"ห้าสิบบาทขึ้นไป" simply means upwards of 50 baht.

Certain "numeral post-positions" are used with quantifiers to express the notion "plus a fractional residue."
These include กว่า, กว่าๆ and เศษ.

หกสิบกว่าบาท 'sixty-odd baht'
สมาชิกสองร้อยคนเศษ "two-hundred and-something members'
ห้าโมงกว่าๆ 'five o'clock and some minutes' -- after five, but in the "five" range
