I think that a native speaker is not going to get involved in all our various uses of English. This is someone telling us something, is it that there are many busses, and that many busses are not sufficient?
One of our generous Thai experts is probably prepared to confirm or deny that.
Then discuss how these two statements have been joined:
แตั้ถึงจะ.....
ยัง....
จะ and
ยัง seem to be related time wise.
Notwithstanding, in spite of, even though, even if, are not precise but then, pobably neither is
