I think you are looking for a special fabric called (โทเร=Toray) fabric which is a water-repellent made of microfibers, it's a fabric in umbrellas for example, Im not an expert on clothing but you can look by using the link below!

Yes that's right, a fabric called toray - I've never heard of it before. A lot of fisherman pants (กางเกงเล) seem to be made with it. In Bangkok markets I've noticed that a lot of pants are made with a synthetic material (not cotton), when I've asked the owner what the material is, they've told me it's toray.
