As I understand it the above is meant to be in a positive ways. The waiter/waitress is driven, skillful, have a good way of handling people, charismatic, forwarded, doing his/hers job with little bit of biting wit and a person who everybody respect and in a way is a person who have confident in him/herself.

No, exactly the opposite. It has a negative meaning. Usually it it used to mean he is surly, rude. The meaning you described would be expressed as The waiter has a positive attitude

True, you just can't get good help nowadays, everybody wants to be somebody and the thought of actually taking orders because one is being paid for it is insulting, one does it because one loves it.
In Sainsbury's supermarket the 'staff announcements' are now coleague announcements, what a hoot!

In England, it may be different in other places, if we were to say "The waiter has a bit of an attitude" it would most definitely not be a positive thing.

It would mean that the waiter is rude, their attitude towards their work (serving the people in the restaurant) wasn't good.
