Most of these phrases would be used in response to a statement made my someone else during a discussion, debate or argument. Some examples:

Statement: "The sea levels are rising and it's being caused by man made global warming"

Response: "You are partly correct; the sea levels are rising but we still have no direct proof that this is caused by man made global warming"

Statement: "Divorced mothers have a very tough life. They usually have to work and take care of the children"

Response: "Yes, you have a point but divorce can also be hard on the father"

Are there some ways of doing this in Thai? I guess the essence of it is there is some kind of exchange of ideas taking place and one party is acknowledging the thoughts of other as being partially correct while politely pointing out an error, omission or alternative viewpoint.

ที่คุณว่ามาก็ (What you said is)...

ไม่เชิง (not exactly so) นะ
ไม่ถูกเสียทีเดียว
ไม่ถูกเสียทั้งหมด
ถูกแค่ครึ่งเดียว
ไม่ได้เป็นอย่างนั้นเสมอไป
ไม่ได้เป็นอย่างนั้นเสียทีเดียว
ไม่ได้เป็นอย่างนั้นเสียทั้งหมด
ก็ไม่ได้เป็นอย่างนั้นทุกกรณี

All phrases above mean "partially true/partly correct/half right"

Or the practical short version (as Nan pointed out) is:
ที่คุณพูดมาก็จริง แต่...

"แต่" is more than enough to tell that it's only partially true.
